|Summary||0000444: what_next text is never displayed at the end of install.|
|Description||When installing, if .htconfig.php DOES exist, and IS writeable by the webserver, installation completes properly, but the text in function what_next() is never displayed to the user. Instead, the user is presented with an empty page - this is not a white screen of death; the page template is displayed, there's just no text.|
If .htconfig.php does NOT exist, or is NOT writeable, the installation finishes as expected, with the text to create a .htconfig.php file, and the what_next text displayed below.

I can see the same issue, but without .htconfig.php.
Note that /install is still accessible after attempt to install, although the site seems to be successfully installed.
EDIT: OK, /install is inaccessible now.
I've just tested the install with existing and writable .htconfig.php.
All worked as expected, and what_next showed.
