0000313: Missing translations in admin site settings

Description

In the /mod/admin.php some Strings are missing the t() function for translation.
For example
"Maximum size in bytes of uploaded images. Default is 0, which means no limits."
and so on...

Would be great if you could update these, then we can start translating ;)
